J. Hugo Rios, founded HCR Construction in 2002 and has over 30 years experience in architectural design, contract administration, regulatory compliance, construction and renovation services. Mr. Rios has extensive experience on Commercial and Government Contracts and is highly experienced as a Project Manager and Architect of record for numerous projects for private industry, state and federal agencies.
Bill Bersson, PE, LEED®AP, DBIA
Vice President, Operations Manager
Mr. Bersson has over 35 years of experience in design, contract administration, regulatory compliance, construction and construction management. Mr. Bersson is highly experienced as a Program and Project Manager with extensive experience on Commercial and Government Contracts. Mr. Bersson is also the Engineer of Record for numerous projects for federal agencies as well as private industry, state and local agencies.
